If you mean by “quantum uncertainty” …tical equations which some dogmatically assert is telling them something about #80;reality&22228;, then yes.If, on the other hand, you mean the fact that we can’t seem predict the outcomes of some experiments, then I think the most plausible place “quantum uncertainty” comes from is … of human stupidity and laziness.
